This is the 3.75" scale Tunnel Rat vs Monkey Wrench action figure set from the GI Joe The Rise of Cobra line . Produced by Hasbro in 2009 as a Walmart exclusive,  the figures are mint on a good card.  Backer card has light edge and corner wear.
