This is a Cato Dress. 22/24 W. Chambray, midi, blue, v neck, with 2 pockets. Length 36 inches, sleeve 18 inches, under arm 25 inches, bottom hem 33 inches, shoulder to shoulder seam 17 inches. Sleeves bell out at end, see pictures and measurements. Summer dress.
