Probably new old stock but we are calling it used as it was found loose in an old Chevrolet/Oldsmobile dealership, no package and no way to identify it.  It has enough 'clicks' to tell us there is 'off' and 3 speeds.  The body behind the dash has light surface rust.  Still has both thin nuts that hold it on either side of the dash and knob is very clean.  We have no idea what it is for or if it works.  Sold entirely 'as-is'.  PLEASE be sure this fits your needs - no returns.  See photos.
