This is a modern action figure, made by Hasbro as part of a new series of figures in retro ToyBiz style packaging. This is a figure of Scarlet Witch.
The figure appears to be in good shape.
The packaging is also sealed and appears to be in fairly good condition overall. There's some scuffing on the plastic bubble (pictures #3 and #4). There are a few small machine marks in the card from the sealing process, they're visible in the pictures.
