This bell is a ceramic glazed image of the Liberty Bell.
The Spoon is a 1776 - 1976 Bicentennial souvenir with the image of the Liberty Bell on the handle.
 
The bell has 2 chips that can be seen in the photo.

Bell measures approximately 3 1/2" Tall - 2 1/2" Diameter.
Spoon is approximately 3 5/8" long.
