The FBI’s Critical Incident Response Group (CIRG) consists of a cadre of special agents and professional support personnel who provide expertise in crisis management, hostage rescue, surveillance and aviation, hazardous devices mitigation, crisis negotiations, behavioral analysis, and tactical operations. Through aggressive training programs, state-of-the-art technologies and equipment, extensive research, and far-reaching partnerships with international, federal, state, and local law enforcement agencies, CIRG works to successfully resolve critical incidents worldwide and achieve its mission of Readiness, Response, and Resolution. The Critical Incident Response Group (CIRG) was established in 1994 to integrate tactical, negotiations, behavioral analysis, and crisis management resources into one cohesive structure to facilitate the FBI’s rapid response to critical incidents. As the Bureau’s mission has expanded over the years, so have CIRG's responsibilities, but the premise behind its formation remains. Today, CIRG, which has a motto of Proventus Per Adparatus—Success Through Readiness—has grown into a “one-stop shop” . CIRG personnel are on call around the clock, seven days a week, ready to assist FBI field divisions and law enforcement partners in pre-crisis planning and response to critical incidents, major investigations, and special events. Through the Strategic Information Operations Center (SIOC), CIRG also facilitates enterprise-wide situational awareness and maintains a platform for critical interface and the dissemination of strategic information. In addition, CIRG provides training programs to FBI field offices and federal, state, local, and international law enforcement partners. With aggressive training programs, state-of-the-art equipment, and expertise in a broad range of tactical and investigative techniques, CIRG is capable of fulfilling its overall mission of “Readiness, Response, and Resolution” to manage critical incidents.

Servare Vitas - "To Save Lives" The Federal Bureau of Investigation's Hostage Rescue Team (HRT), part of the Tactical Support Branch of CIRG, is a full time, national-level tactical team, headquarted in Quantico, Virginia. The mission of the HRT is to be prepared to deploy to any location within four hours of notification by the Director of the FBI or his designated representative, and conduct a successful rescue of United States persons and others who may be held illegally by a hostile force, either terrorist or criminal in nature. The HRT is also prepared to deploy to any location and perform other law enforcement activities as directed by appropriate authorities. The HRT operationally deploys in support of FBI field divisions and performs a number of law enforcement tactical functions in all environments and under a variety of conditions. In its 17 year history, the team, or components of the team, have deployed on over 200 occasions in support of FBI terrorism, violent criminal, foreign counter-intelligence and other investigations. HRT has performed missions involving hostage rescue, barricaded subjects, high-risk arrest and warrant service (raids), and dive search. Additionally, the HRT has performed traditional law enforcement roles during hurricane relief operations, dignitary protection missions, tactical surveys, and on occasion, pre-positions in support of special events such as the Olympic Games, presidential inaugurations, and political conventions.

The Hostage Rescue Team (HRT) is the elite tactical unit of the United States Federal Bureau of Investigation (FBI). The HRT was formed to provide a full-time federal law enforcement tactical unit capability to respond to major terrorist incidents throughout the United States. Today, the HRT performs a number of national security and law enforcement tactical functions in high-risk environments and conditions and has deployed overseas including with military Joint Special Operations Command units. The HRT, the Crisis Negotiation Unit (CNU), field SWAT teams, and the Tactical Helicopter Unit (THU), compose the Tactical Section of the FBI's Critical Incident Response Group (CIRG). The Hostage Rescue Team was founded in 1982 by Danny Coulson, former Deputy Assistant Director of the FBI, and completed its final certification exercise in October 1983.[citation needed] It was originally composed of 50 operators, later increased to over 90..
