The size is based on the waist and length measurements...
So for example, size 12.5-16 = 12 inch waist measurement, and 16 inches long.
Or in other words, it would comfortably fit somebody with a 25 inch waist.
The waistband of these skirts are meant to ride just below the naval NOT down on the hips.

These are PRE-OWNED skirts. They've been used and WILL show signs of previous usage.
