Precancel Stamp Society (PSS) Style # 71. Unused NH with full original gum. It
was against postal regulations to sell mint precancelled stamps in this period
to the general public. Only permit holders could purchase them from the post
office. Thus, dealers would acquire them and remove the gum before selling them
to their customers. However, the lower values of the set are more common.
Cincinnati is one of 44 cities printed by the Bureau on this issue. It's fun
and challenging to collect them all!
