This is a combination Seatbelt and Headlight Warning Buzzer for Jeep Cherokee XJ (85-96) and Jeep Comanche MJ (86-92).  Box is marked with part number 22514857 and the Jeep part number is SF8956001076.  This is an OEM used part which has been tested and works.

There were two buzzer options available- a black box (SF8956001077) which buzzed for about 5-10 seconds upon engine start to remind the driver to fasten the seatbelt.  It also buzzed if the door was opened with the key still in the ignition.  

The blue box (SF8956001076) did the same thing, but added a headlight warning buzzer, which sounds if the headlights are left on with the ignition off or the door open.

These boxes, when optioned, are often missing when owners removed them as irritating.  But if you have ever killed a car battery from leaving the headlights on, this could be a worthwhile add on.

This buzzer plugs into a connector located on the driver side of the vehicle fuse block under the dash.  It can replace a black box (1077) since both of them plug into the same connector.  The last picture shows the box plugged in next to the fuse block on a 1991 Cherokee.
