                                         "Westernway Tack" Bright Sunshine Yellow, tiny foal size field safe head collar, with free detachable catching strap. This should fit a Welsh sec a foal... A Shetland foal or even a mini..   (maybe even a rocking horse)  Made with 20 mm webbing and stretchy rubber rings and fastened in 4 places with hook and loop (Velcro) ..  The Velcro should come undone should the foal get caught up and the rubber rings will stretch allowing the foal to escape. Please take note... This is a very tiny head collar. 

Measurements are as follows..   (Approx)  13 inches around the nose band and 20 inches from the nose band on one side over the poll down to the nose band on the other side..
