Scott # 1035c from the Liberty Series, 3c Statue of Liberty sheet stamp with Bureau Precancel “SACRAMENTO CALIF.” Precancel Stamp Society (PSS) Style # 71. Unused NH with full original gum. This is the dry print variety. Sacramento CA is one of 104 city types printed by the Bureau on the Dry Print issue of this stamp. It was against postal regulations to sell gummed precancelled stamps during this time to non-permit holders. Thus, dealers would acquire them and remove the gum before selling them to the general public.
