Primitive kraut or vegetable cutter or slicer with a single blade. It does not have the sliding cutter device.
The cutter is still solid and the blade still sharp. I would think that it would not take too much to still make practical use of this old time item!
It also has a hang hole for hanging on a wall. This would make a nice addition to an vintage kitchen layout!
