This is a 16mm Film Splicer "SPLICE-O-FILM" by Harwald Co.  I am largely unfamiliar with it.  Please see the VIDEO to see more details.  It slowly heats up when plugged in.

• AUTOMATIC FILM SPLICER
• MADE IN ENGLAND FOR HARWALD CO., INC.
• AR-2402 (There may be more digits lost due to the label being partially broken off, see 3rd to last photo)
• DL 35326 (Found on the little chrome plate on the underside of the unit, see last 2 photos)
