This is an antique C Forschner Scale, I believe from the late 1800s.  I cannot vouch for it's accuracy, but the needle moves when the bracket on the bottom is pulled down, and there is significant resistance.   My aging fingers can grasp the thing and pull it to about 10 lbs before I lose my grip, if that's any indication.   The face appears to be brass and the back is some sort of metal.   If there was a hook that went with this, it is gone.
