Elasticized waist. As found with ribbon tie at waist. Do not know if there was a belt originally or not.  Overlapping ruffle front is closed with a pin at the neckline. 

Measures: across the shoulders: 18 in flat 

Underarm to underarm:  23 in across flat

Elasticized waist stretched across flat: 22 in across

Shoulder to hem:  43 in

Sleeve length"   26 in to bottom of ruffle

Elasticized at the wrist. Please note elastic at the wrist has lost some of its stretch, but is still wearable. Elastic at the waist still seems okay.  No damage or stains that I could find.
