Vintage Chalk-Ware 3D Wall Plate Austria? Signed.

This has green paint peeling on the top and possibly other places. It’s hard to tell because it blends in with the piece. Notice on sides it has a few light cracks.

This piece is signed on the back but I can’t make it out. Hopefully you can:)
