This is a Phillips/Philco aftermarket 'centerpull' rising rate bicycle brake with complete lever and cable/housing setup (no clamps for the cable included). This was probably manufactured between 1930-1950, and was offered as an aftermarket brake for both British and American bikes. Given the length (42") of the cable and the mounting setup, this is probably intended as a rear brake. 

The unit is in quite good shape for its age. It has some usual tarnishing and light rust in places. It appears to function fine but I have not tested it on a bike.
