“A rate change in the fall of 1981 required a large quantity of 2-cent stamps at a time when supplies of properly tinted paper were not in stock at the Bureau. This reissue was printed on ordinary white paper, which the Scott Catalogue calls “Cream Paper” (Americana Series 1975-83 by Ken Lawrence, The American Philatelist, May 1995).  

The reissue was printed using plate numbers both from the original printings (starting with “38”) and four new plate numbers that were specific to the 1981 printing on white paper (Starting with “39”). See Durland Plate Catalog for more information. The stamp you will receive was recently broken from a fresh sheet of Plate # 39774, thereby guaranteeing it comes from the 1981 reissue. This stamp is often misidentified in collections.
