This is a New Disney Vinylmation 3” figure.
These collectable figures were produced exclusively by Disney and were only available at Disney Parks and Disney Stores around the world. Each Vinylmation is a standard 3 inch Mickey figure that has been painted by an artist that cover a wide variety of designs, from abstract to Disney Park attractions and Characters. Most figures were release sealed in a tamper free bag and then sealed in a box “Blind boxed” so the identification was not possible until opening. Each set was released for a limited time that also included a rarer chase figure, there were also special editions sold seperately and exclusively for special events.
