This vacuum sucking , oil extractor pump is a part of early commercial kitchen tool ?
Not very sure , if used for any other customized purpose.
There are inputs suggest that it may be part of light automobile fuel extractor pump but its
overall makeup & other features are more friendly with kitchen utility ?
There are small strainer on bottom , spout at side top and finger holding push & pull knob on top
with inside spring attachment for vacuum sucking operation.
