These are genuine Apple keyboards that are New Overstock units.  They are not used but may have some minor cosmetic blemishes on the back housing that are barely noticeable and have no impact on functionality.  These are pristine direct from the factory.  These come bulk-packed, without the lightning charging cable and without retail packaging.
