This is a clear safe desposit box display used by banks to show customers the internal size and security of the boxes they could rent. This one houses a 3x10x22" plastic safe box, and has a real safe box door and lock.
The lock openes without a guard key and would need to be replaced if you actually wanted to secure the box.
See pictures for condition, it has some light scratches and paint on it from the years it was in the bank vault and on display at the bank. Its also heavy and the flat shipping price reflects this.
