This should fit a Welsh sec a foal... A Shetland foal or even a mini..   (maybe even a rocking horse)  Made with 20mm webbing and stretchy rubber rings and fastened in 4 places with hook and loop (Velcro) ..  The Velcro will come undone should the foal get caught up and the rubber rings will stretch allowing the foal to escape. This is a very tiny head collar.  This fits a newborn Welsh sec a or Shetland FOAL 

Measurements are as follows..   (Approx)  13 inches around the nose band and 20 inches from the nose band on one side over the poll down to the nose band on the other side..
