Cinelli steel track stem with a VERY shallow drop.  It could almost be a road stem.  If you don't mind a degree or two of drop in your road stem you could surely use it that way, especially if the frame you put it in has the slack head-tube angle typical of road bikes made when this stem was made.

The peppering of the chrome on top is there, but shows up much more prominently in the picture for some reason than it does in person.  There is some corrosion underneath the extension, but should clean up using crumpled aluminum foil as a scrubber.

22.2 quill.  25.4 bar clamp.  75mm extension measured along the top of the stem from the center of the stem clamp bolt to the center of the bar clamp.
