***Under graded in my opinion, card got low on surface, probably because whoever sent it in for grading never wiped down the card for finger prints and touched it with their fingers. Grading companies do not clean the cards and therefore it resulted in a lower grade. I would crack this case and give it a thorough wipe down and it will easily get a 9.5 on surface for a re submission as there are no scratches or damage visible with the naked eye or magnifying glass.
