This appears to be a DIY plaster piece like you would find at a paint and play type store. It has the initials of the previous owner of my house and the year '74 etched in the back. It may have been painted multiple times or the blue was to give a base coat? I do not have the Antiques Roadshow skills. I'm sure they would give it a fancy description like: 

"This work is a handmade, trompe l’oeil painting that is experienced both visually and physically reminiscent of grape vines in an Italian country side that are bountiful which is reminiscent of imperialist exploitation. The work deploys the creation of psychological thought as problematizing the traditional relationship between observer and object." 

Lets just say I have no desire to keep this item and would like to find it a new home.
