This is "The Space Annihilator" and other early science fiction stories; a collection of short science fiction stories dating from 1896 to 1910 (subtitled Science Fiction your Great Grandparents enjoyed).

The stories are obviously dated (and possibly a bit stilted by modern standards), but ideal for the student of early sci-fi.
