Although it does not have any markings it is very reminiscent of Henry Howell & Co Ltd range of nut birds

IThe Bird is made of Tagua Nut. It can be clearly seen that the mottled appearance is apparent in the head and body, and the breast has the consistence of ivory

Checking the eyes, they are made from 3 pieces of glass (clear Black and colour) which I understand is how the original eyes were made by Howell  the coloured part has a red tint.

The ashtray itself is a chrome covered Sphere with a flip top as shown
