Sold as is.  The pliers have been thoroughly cleaned up.  There are some minor tears on the handle cover, however, will not affect performance of the item.  The pliers will have some surface rust, scrapes, marks, dings, wear, and dents.  (Please see pictures for more details).  No owner's marks.  Structural integrity is good.  Tested and works well.
