I am the original purchaser of these, I bought them quite a few years ago and never ended up using them. Although I think I did use two of the federation minions. See below.

The Romulan fleet box appears complete. It is supposed to come with 16 ships plus shuttles and I count 16 ships and shuttles.

The federation box appears to be missing two ships. It is supposed to come with 16 ships plus shuttles and I count 14 ships plus shuttles.

Also comes with hard cover complete rulebook.
