This cinch looks to be in good condition except for one snap which has some rust on it (see pics).  The snap works fine though.  The strap that the snap is on needs some cleaning, the other straps look ok.  It could be unused, the green fleece looks like it has never been on a sweaty horse.  It has been sitting around my house for the last few years, so it hasn't been out in the weather.  I've no idea how the strap and snap got dirty.  The fleece does pick up every stray dog or cat hair it gets near though.  It's a nice piece and I've put a low price on it.
