Vintage cast brass eagle flag or standard topper, post with no screw. Nice patina of black over the brass. Not sure if it was painted originally or if that was added later. The paint really give the surface some depth. Wingspan of 2 1/8" with the post being 1/2" and about 2 1/4" tall. Solid cast brass.
