This is a vintage Walt Disney Productions plastic toy from the 1950s or 1960s. Goofy is riding a hippopotamus, and this toy walks on a slight decline or ramp. It is in wonderful condition, no splits or cracks, walking mechanism works great...however, something like old chewing gum is stuck to one side of hippo's face and shoulder with small spot on hippo's rump. (See my last photo).
