This is a Soligor 135mm f/3.5 telephoto lens with a 39mm screw mount and a 42mm adapter. 

The lens barrel is in near mint cosmetic condition. The glass appears clean to the naked eye but shows a little dust under a strong light. This is very unlikely to affect image quality. The aperture and focus functions work well.

It comes in its original box (with original packing) with the adapter and a non-original front cap.
