A device lifted by balloon into the upper atmosphere to measure temperature, humidity, and air pressure and transmit the data to earth. Wind speed and direction were determined by means of the Loran radio navigation system.

RS80-15GH, according to this datasheet the ’15’ suffix denotes a 405Mhz transmit frequency, 
the ‘G’ denotes a GPS receiver, and the ‘H’ denotes the H-HUMIDICAP option, a humidity sensor

The 19 volt foil sealed battery is activated by immersion in water when the instrument is being prepared. I have tested a couple and once immersed they get up to 19V in around 10 mins.
