Here's an toy set from the Thomas and Friends Take-Along range, and this the Cranky the Crane Set Learning Curve made around 2007 Target stores used to have. It has Salty Bulstrode, a yellow cargo car, 2 orange barrels, tracks and the manual.

The only main issue is with Cranky. He can lift the barrels up, but he can't lower the crane rope. So you have to pull it at times.
