Was told that was a movie prop from movie “Titanic” with Leonardo DiCaprio.  Apparently this was in an underwater scene

An artist named Valentin vassilev made this 

On back vasseliv inscribed piece to friend of his named Robert, who is the person I acquired this from

Approx 5 1/2” x 6 1/2”
