This is an antique celluloid or plastic nail buffer with holder.

It's nicely made in a faux tortoise shell pattern.

It's in good condition without any chips or cracks, the buffing fabric looks like a replacement that hasn't been properly trimmed.

It measures about 5" long, 1" wide and 1-1/2" tall to the top of the handle.
