These were all pulled from local EMS, we have powered them on and they all pass their self tests. All buttons are working but we do not have the equipment or software to flash or program them. Channel 1 seems to be preprogrammed but the other 14 channels show as unprogrammed. Purchase includes the radio only. No chargers, power cords, or other accessories are included.
