As this is an American pattern it is best to go off body measurements rather than pattern sizing - See photo for guidance.

The pattern is uncut and comes with full instructions.   

Suggested fabrics: 

Jersey, Double knit, Ponte. Jacket, Skirt, Vest: Boucle, Brocade, Leather-like, Linen types, Suede types, Tweed.

Allow extra fabric for matching plaids and stripes.
