If a listing say's "parts not working, no returns accepted." it means just that, it probably works 100% but to be safe it's sold as not working to avoid fraudulent returns and parts swappers.
Although ebay will side with the buyer, security stickers will be affixed where possible and the security number taken for reference. sticker and serial number recorded in case of fraud.
Please consider offers over the start price, it's an auction so have common sense, 1p over the start price won't make you a winner, although a bid might.

we use UPS and DHL for larger items. these are 24hr services, but not cheap,
smaller items will be Royal mail Tracked 48 or Tracked 24 these are tracked and insured.
I try to avoid Evri due to their past track record as Hermes.
