Vintage 80's Daisy Kingdom Dress Blue Pink Floral Lace Short Sleeve Size 4-5?

The tag size is not readable so go by measurements for sizing

There are marks on the lace hemline and also the lace is unsewn in an area. It looks as if the hem was taken out.

Some light marks and dust on the dress and and marks on white liner underneath. There is a small hole in the center of waist-perhaps a bow was there originally. It is hard to see because of the pleats but could be covered with a tie or bow.
