This very nice HO gauge locomotive by Roco is 62399 a BLS Re 465 Electric locomotive in blue livery. It has running number Re 465 018-2 

The Re 465 locomotive was introduced in 1994, and most were recently refurbished and upgraded. They haul both passenger trains and freight and are mostly used in Switzerland but also operates some cross border services. 

The loco is in very good condition as you can see in the pictures, I have not tested it but I can see no reason why it would not run, so it it is sold in untested condition, but a complete external visual inspection has shown no reason why this loco would not run and the overall condition is very good. It comes complete with its box. The box is in good if slightly shelf worn condition. 

Overall this is a really nice scale locomotive and would look fantastic on a layout.
