Richmond, VA postmark NOV 3 1960 machine cancel on damaged 4c stamp, plus a 4c Green Piney Bowes Meter paying 4c postage Due in Kansas City on NOV. 7, 1960, with a handwritten, "Due 4 c". I guess this was double weight, but maybe the damaged stamp was considered invalid for postage.
