This pretty dress is from Talbot's (black label) in a petite size 14. Blue with white flowers. 

Fully lined, made of polyester.  Machine washable.  Has decorative buttons down the front. Zips up the back. Has string tie loops at the side (the kind you can cut off if preferred).  Does not have the matching belt. 

Unstretched, measured from seam to seam across the front:

bust is 20 inches across

waist is 18 inches across

hips are 20 inches across

sleeves are 7.5 inches long

length is 46 inches long
