Beautiful vintage off the shoulder dress. No tag, but lightweight and waist and shoulder are stretchy. I'm unsure if the was handmade but it is very well put together.

Baby blue with white lace and ribbon.

Sleeveless, could be worn on or off the shoulder.

Shoulder down is 38 in

Waist at rest is about 13 in stretched to 21 in across.

I believe a wider variety of sizes could fit in this up to size 11 or 12.
