Condition

Considering the age, the watch is in very good condition. The dial has very small marks that are almost invisible to the naked eye. Lume pots are intact. Hands are clean with the original lume still applied. Case has scratch marks all around, but nothing major. Considering the scratches and sharp edges, I don't think it has been polished. 

Movement is fairly clean and keeps decent time. The case screws, that hold the movement to the case, are missing. It's not a problem as the movement can't go even with the case back open, as the crown stem keeps it in place. It should be a very easy fix for any watchmaker or if you're a bit handy yourself. On a timegrapher app it's losing 4 minutes per day with a 1.2ms beat error, so it definitely needs a service.

Movement Service

The movement's service history is unknown and I haven't personally sent it for a service. Although it runs well, keep in mind you're buying a vintage watch. If you care for it to function properly in the future, a service will be needed.

Waterproof

The watch is waterproof, but the rating is not known to me. I can imagine it's 1-3 ATM, which means that it can be used to wash your hands or in rainy days. Anything more than that, like taking a shower with the watch or even worse, taking it for a swim, should be avoided. It needs to be pressure tested by a watchmaker to make sure that it's within the waterproof rating spec.
