1963 Press Photo Senator Frank Owen introduces a bill at the Texas Legislature

Austin, Texas- Senator Frank Owen of El Paso (above) Monday introduced a bill which would make it illegal for any unit of government in Texas to fly the United Nations flag. "The purpose of the bill is to show that the United States and Texas are sovereign. We are not subservient to the United Nations and we should not act like we are," Owen said. Photo measures 10 x 8.25inches. Photo is dated 02-4-1963.
