You are looking at a pair of front inner fender gravel shields from a 69 Cougar, pt# C9WB-16A568-E & C9WB-16A569-E. These mount inside the front wheel opening between the front tire and the firewall. Correct for 69 to 70 Cougar. One torn mounting hole. Otherwise. solid and straight but need a good cleaning.
