This is a tapered hand reamer sold by Allparts.  It is designed to enlarge holes in various types of guitars, including acoustic, electric, bass, classical, and travel guitars. The reamer can enlarge holes from 1/8" to 1/2" (5-13mm) in diameter.  This particular reamer can’t be used on semi-hollow body guitars.  Bought this a few years ago and never used it.
